Motels are cheaper than hotels. They tend to offer only the bare bones, such as a room and perhaps a continental breakfast. Rarely do motels have swimming pools, weight rooms or room service.
Pubs are places you go to drink and eat. At least in the US, pubs are nothing like hotels or motels.
A motel is a basic hotel catering for drive-by customers (from Motor Hotel), A Hotel is a Hotel in the true form. A pub is a place where you drink alcoholic beverages and sometimes has accomadation although that probably should be called an Inn.
